Pixels, consent and events you can change without waiting on production.
Google Tag Manager can fire ads pixels after the container is on the site, without a production deploy for each change. TVL still tests in preview. A missing data layer event still needs a developer once; the next tag does not.
Google Tag Manager data layer should hold the events ads and analytics both need: purchase, lead, login, item. TVL writes that list before adding tags. Scraping button CSS as a trigger is a last resort.
GTM preview mode plus a real conversion path. TVL clicks the form or checkout and checks the tag fired once, with the right value. Publishing untested containers is how duplicate purchases show up in ads.
Google Tag Manager does not replace consent. It can wait for the banner before ads tags fire. TVL wires that sequence. Analytics and ads should not load on a denied choice just because the container exists.
Google Tag Manager can send one data layer event to GA4, Meta and Google Ads. TVL keeps those tags on the same trigger so the counts can be compared. Three different click listeners is how the numbers never match.
